Helaine M. Barnett
Founder, President and Chair

Helaine is the former head of the civil division of the Legal Aid Society of New York, President of the Legal Services Corporation in Washington, D.C. and appointed by the New York State Chief Judge as Chair of the New York State Permanent Commission on Access to Justice. She was interested in the role non-lawyers could play in providing access to justice and resolving matters before they turn into legal actions and thereby created Legal Hand.

 

Judge Fern A. Fisher
Executive Director

Judge Fern A. Fisher is the Executive Director of Legal Hand, Inc. and a Visiting Associate Professor of Law at the Maurice A. Deane School of Law at Hofstra University. Until July of 2017, she was Deputy Chief Administrative Judge for New York City Courts and also served as the Director of the New York State Courts Access to Justice Program. She was in charge of the New York City Housing Court for twenty-one years.

Judge Fisher’s career started in the Civil Court as a Legal Services attorney practicing in Manhattan Housing Court. She served as Deputy Director of Harlem Legal Services, Inc. and as an Assistant Attorney General of the New York State Department of Law. For four years, she provided pro bono legal services to Harlem-based community organizations as a project director of the National Conference of Black Lawyers. In 1989, she was appointed Judge of the Housing Part of the Civil Court, and later, in 1990, was elected to the Civil Court where she served as Deputy Supervising Judge. Judge Fisher was elected in 1993 to the Supreme Court of the State of New York. After serving in both the City and the Matrimonial Parts of Supreme Court, in December 1996 she was appointed Administrative Judge of the Civil Court where she served until March 2009 when she was appointed to her current position.

Judge Fisher received her B.A. summa cum laude, Phi Beta Kappa in 1975 from Howard University and received her J.D. in 1978 from Harvard Law School.

Tiffany is the former Center Manager for the Legal Hand Neighborhood Storefront Center in Jamaica-Queens, who wanted the opportunity to give back to different communities in a way that can affect real community change.

Erica joined the Legal Hand team as Center Manager for the Legal Hand Neighborhood Storefront Center in Tremont, South Bronx. Erica is passionate about helping marginalized groups and is committed to continue work that will help create meaningful impact that improves opportunities for low-income communities.

Sandy Guillaume
Director of Community Outreach

Sandy is a former public health program coordinator and social justice advocate in Nassau County, who understands the long-term impacts to communities unable to access justice fairly and equitably and wants to see a change that benefits all.
